Admin user can view a list of notifications that has been send in a table that contain (admin user, title , description, sent time)

1. admin user can switch between languages (English and Arabic ) , with ? sign user can explore the Push Notifications Docs .
2. admin user can add push notification .
3. admin can search of any push notification by it is title

Admin can display push notification detail by clicking on the push notification row

Admin can add push notification by clicking to the add push notification and fill information

1. Admin user can switch between languages (English , Filipino , Urdu and Arabic) to fill the information in all languages (one language must be filled)
2. Name (required) : The admin must add name based on selected language in option1
3. Description (required) : The admin must add description based on selected language in option1
4. Neighborhood(s) (required): which is a dropdown lists all of the neighborhoods where the user can select one or more to send notification to it.
